Special Notes : Can also disrupt seals as well as write them

I'm going to have to deny this, due to the fact that it is so vague, and Seals can't physically scar things, or hurt directly. It simply imprints things with chakra, and causes certain, specific, things to happen, usually under special circumstances.

Also, its either C or D Rank, not both. Also, fix the Chakra Cost, they are set, and NON NEGOTIABLE.

I understand the rank and chakara cost. Yet the jutsu is a canon one.

Also in the description it states, it uses the heat produced by the technique to do the carving
